AISD’s Student Enrollment & Attendance Department engaged Loom to develop a coherent, multi-year strategy that sought to stem the declining enrollment that the district was experiencing in the wake of the pandemic. The team has a belief that meeting enrollment targets begins with understanding family experiences and authentically partnering with school leadership; this formed the basis of their vision and theory of action. From there, Loom supported the team to develop measurable and moveable goals as well as implementation plans and performance management routines for key initiatives. In addition, we supported the department leader to develop talent strategies, including team structures and culture-building, to ensure their team is set up for success to execute on the strategic plan. Our support of the team contributed to the fact that, at the end of the year, the AISD was just one of two large Texas districts that stabilized its enrollment for SY 22-23.

Loom provided coaching to the Executive Director of Organizational Development to support her in developing a strategic plan for her team and a talent strategy for the agency. Leaning on our experience leading organizational design and talent strategy for a large state education agency, Loom worked closely with the Executive Director to provide pragmatic, actionable guidance to clarify strategic priorities, increase the team’s capacity, and to build a culture of continuous improvement and growth mindset. In addition, Loom supported the Executive Director to design and plan a new performance management system for the LDOE leadership and staff and a plan for implementation over the course of the 2022-23 school year. By the end of our engagement, the Organizational Development Department had a strategic plan that included a vision, theory of action, strategic priorities, formative and summative metrics, and had built capacity within the team for planning and managing projects aligned to goals.

The Senior Director of Educate Texas’ newly-formed Policy & Advocacy team brought Loom on to lead the development of a strategic plan for his team, as well as a set of implementation tools and resources and recommendations for team structure to execute on the plan effectively. Loom facilitated a process that started with clarifying the Policy & Advocacy team’s brand in the Texas education landscape and identifying opportunities that are aligned to that brand and grounded in the organization’s strengths. Loom led the team to codify a vision, theory of action, strategic priorities, desired outcomes, formative metrics, and a two-year implementation plan. To ensure a successful launch to implementation, Loom also developed and trained the team on routines and tools for progress monitoring, which aligned the team, as well as external stakeholders, on the Policy & Advocacy team’s work and goals across the upcoming legislative cycle.
